Purpose. This is a Request for Proposal (“RFP”) issued by the Office of the Ohio Consumers’ Counsel (“OCC”) to solicit proposals from Independent Contractors to provide assistance to the OCC in addressing revenue distribution and rate design issues regarding the Duke Energy Ohio application for an electric distribution rate increase, tariff approval and change in accounting methods in Public Utilities Commission of Ohio (“PUCO”) Case Nos. 08- 709-EL-AIR, 08-710-ELATA and 08- 711-EL-AAM (“Case Nos. 08-709-EL-AIR et al.”)

Purpose. This is a Request for Proposal (“RFP”) issued by the Office of the Ohio Consumers’ Counsel (“OCC”) to solicit proposals from Independent Contractors to provide assistance to the OCC in addressing the “active management approach” that Duke Energy Ohio uses to manage its fuel, purchased power and emission allowance portfolio. The rate stabilization plan (“RSP”) approved in Case Nos. 03-93-EL-ATA et al provided for the recovery of fuel and purchased power through a fuel and purchased power rider. The rider is adjusted quarterly and was audited twice since 2004: first in Case No. 05-725-EL-UNC1 and second in Case No. 07-723-EL-UNC.2 The Independent contractor will assist the OCC is addressing this issue in the Duke Energy Ohio application for approval of an electric security plan, Case Nos. 08-920-EL-SSO, 08-921-EL-AAM and 08-922-EL-UNC and 08-923-EL-ATA (“Case Nos. 08-920-EL-SSO et al.”).

Purpose. This is a Request for Proposal (“RFP”) issued by the Office of the Ohio Consumers’ Counsel (“OCC”) to solicit proposals from Independent Contractors to provide assistance to the OCC in addressing the rate of return issues, including analyses related to the capital structure and costs of debt and equity, regarding the Duke Energy Ohio, Inc., rate case filed in Public Utilities Commission of Ohio (“PUCO”) Case Nos. 08- 709-EL-AIR, 08-710-EL-ATA and 08- 711-EL-AAM (“Case Nos. 08-709-EL-AIR et al.”).

This is a Request for Proposal (“RFP”) issued by the Office of the Ohio Consumers’ Counsel (“OCC”) to solicit proposals from Independent Contractors to provide assistance to the OCC in addressing revenue requirement issues regarding the Duke Energy Ohio application for an electric distribution rate increase, tariff approval and change in accounting methods in Public Utilities Commission of Ohio (“PUCO”) Case Nos. 08- 709-EL-AIR, 08-710-EL-ATA and 08- 711- EL-AAM (“Case Nos. 08-709-EL-AIR et al.”).

Purpose. This is a Request for Proposal (“RFP”) issued by the Office of the Ohio Consumers’ Counsel (“OCC”) to solicit proposals from Independent Contractors to provide technical assistance to the OCC in investigating excess earnings of Ohio electric distribution utilities (EDUs) in the upcoming Standard Service Offer (SSO) for generation application under either a market rate option (MRO) and/or an electric security plan (ESP) which all Ohio EDUs are required to file before the Public Utilities Commission of Ohio (PUCO) under the recently signed law (substitute S.B. 221 bill).

Purpose. This is a Request for Proposal (“RFP”) issued by the Office of the Ohio Consumers’ Counsel (“OCC”) to solicit proposals from Independent Contractors to provide technical assistance and testimony on all aspects of Advanced Metering Infrastructure (AMI) and demand response (DR) as needed in Duke Energy of Ohio natural gas Case No. 07-589-GA-AIR, and electric Cases No. 08-920-EL-SSO through 923-EL-ATA and Case No. 08-709-EL-AIR before the Public Utilities Commission of Ohio (“PUCO”) to the OCC. Moreover, the independent contractor will be called on to provide consulting assistance on AMI and DR pilot program proposed in AEP Case No. 08-917- EL-SSO and No. 08-918-EL-SSO.
